The state Insurance Department is inviting public facebook/" target="_blank">comment Wednesday on double-digit health insurance rate increase proposals while a state senator is criticizing the extent of the increases being sought. Rising health care costs, including the cost of prescription drugs, and higher demand for medical services, are drivers of higher health insurance costs, the agency said. The hearings are set to begin at 9 a.m. at the Insurance Department offices at 153 Market Street in Hartford. And a moratorium ends next year on a federal health insurance tax that accounts for 2 percent to 3 percent of premiums. Anthem Health Plans is requesting an average increase of 33.8 percent for policies on and off Access Health CT, the state exchange, the insurance department said.
