Crain's Detroit : declared in Michigan health insurers file record-high Obamacare rate increases for 2018

Crain's also contacted three other health insurers participating on the health insurance exchange this year: Meridian Health Plan of Michigan, Priority Health and Health Alliance Plan of Michigan. With the rate increase proposals, Hetzel said Blue Cross expects individual market enrollment to decline further. Last year, for 2017, Blue Cross won a 18.7 percent rate increase for the individual market. Of the health insurers participating in the individual market, only Blue Cross is offering an individual PPO product next year, Hetzel said. A Meridian official said its average 2018 rate increase request with cost-sharing subsidies intact is 8.3 percent, but it jumps to 59.4 percent without the subsidies.

Some Connecticut health care advocates skip rate hearing
Anthem Health requested an average 33.8 percent increase for individual health insurance plans both on and off the exchange. Anthem Health Plans and ConnectiCare Benefits defended their requests for double-digit rate hikes for 2018 during separate Insurance Department hearings Wednesday, but the Universal Health Care Foundation of Connecticut announced on the eve of the hearings that they wouldn't testify. "The timing of the hearing is also unfortunate, given the attacks on the Affordable Care Act occurring right now."The Insurance Department doesn't have to hold public hearings on rate requests. On Wednesday morning 10 members of the public testified against Anthem's proposed rate increase, but healthcare advocates from one leading organization declined to participate. "We believe the state's approach to the health insurance rate review process is unwelcoming of real public participation and too narrow in its scope, failing to truly grapple with the rising health care costs facing both consumers and payers," Frances G. Padilla, president of the foundation, said.
