Reader's View: Why can't health insurance be like Medicare? quoting : Duluth News Tribune

That accomplished the true definition of what insurance is. Why is it so hard for our elected officials to understand that concept? Why can't it be applied to all Americans? Medicare is based on this. The purpose of the small group policies I was underwriting was to have a pool of small groups who all would contribute premiums and would spread the risk around so those in the pool who had medical expenses could get help paying for those expenses.
