If our goal as a nation is still to improve the health of Americans and to reduce health care costs, then health care reform must aim to redesign both health care delivery and health insurance. The current American health care system, which operates as a fee-for-service model, rewards health care providers for the volume of patients they see, regardless of the health outcomes those patients have. Following the failed attempt to pass the American Health Care Act, President Donald Trump voiced to Americans his new health care strategy: Wait for Obamacare to fail. In value-based health care, "the central focus must be on increasing value for patients — the health outcomes achieved per dollar spent." If that sounds familiar, it's because it is. "Indeed, the only way to truly contain costs in health care is to improve outcomes.

OKLAHOMA CITY (AP) -- OKLAHOMA CITY (AP) -- Oklahoma health care providers are urging state lawmakers to raise the state tax on cigarettes by $1.50 a pack to help pay health care costs. Members of the Oklahoma Hospital Association gathered at the State Capitol Tuesday to discuss the need for new revenue to help state health care providers. Officials say that without a cigarette tax increase, Oklahoma may have to cut the reimbursement rate for services provided to Medicaid patients by 25 percent. A $1.50 increase in the cigarette tax would more than double the state tax, from $1.03 a pack to more than $2.50. Mary Fallin says it would raise almost $258 million for health care.
