DFL senators asked Gov.Mark Dayton on Thursday to call a special legislative session to provide relief to Minnesotans socked with soaring health insurance premiums — and they want to convene before the Nov. 8 election.Dayton, who is empowered to call the Legislature back to St. Paul, declined to comment Thursday, but he said earlier this week that he had no plans to call a special session before the election.
