BEIJING — Chinese parents are being refused vaccines for their children as shortages force doctors to ration supplies amid government attempts to cut out private middlemen after a vaccine safety scandal this year.Parents have resorted to travelling from clinic to clinic in search of vaccines, with some turned away until September when a new distribution system is expected to come online."I was angry but couldn't do anything other than wait," said Mr Tang Zhiming, who was turned away from several clinics in the southern city of Guangzhou when he tried to get shots for his three-year-old.

Shortages of vaccines at clinics in China have predictably followed a move to eliminate middlemen from the sales chain over good distribution practice concerns, the Financial Times reports.Earlier this year, the China FDA notified directives on centralized purchases and enforcement of a ban on wholesalers in direct vaccine sales to clinics at the provincial level.The directives come in response to a March scandal that uncovered the fact that, over several years, $88 million of vaccines were sold throughout China without adhering to storage and transport protocols.

Dive Brief:Chinese authorities are implementing a nationwide campaign to inspect vaccine purchasing, distribution and implementation records after the discovery of a black market vaccines ring earlier this year provoked outrage among citizens, Reuters reports.In March, police in China uncovered a $90 million black market scheme which involved the illegal purchase and distribution of non-refrigerated vaccines treating meningitis, rabies, polio, mumps, hepatitis B, encephalitis and other illnesses.The furor grew to the point that Hong Kong, one of China's two special administration units not affected by the scandal, set a quota on the number of non-resident children vaccinated in the city due to concerns of a potential run on the city's vaccine supplies.
