The uninsured population of Virginia fell from 12.4 percent in 2014 to 10.4 percent in 2015, the data showed. Massachusetts had the lowest uninsured population (3.2 percent); Texas had the highest (19.2 percent). Nationwide, the proportion of Americans lacking health insurance went from 13.5 percent to 10.9 percent.

Fewer Utahns going without health insurance, though obstacles persist

"Am I going to have health insurance or put food on the table?" Morgan County had the lowest uninsured rate in 2015, at 8.2, while the highest was in San Juan County, at 19.9 percent. Wayne County only saw its uninsured rate fall 0.6 percentage points in 2015, to 16.2 percent. Health officials said they were surprised counties such as Juab, Millard, Sanpete, Sevier, Piute and Wayne saw any decreases in their uninsured rates. The county's employment base centers on seasonal work in tourism, farming and ranching and most of those jobs don't provide insurance, said Tina Andersen, an insurance counselor at Wayne Community Health Center.
