Morning Consult : reported that Health Care Proposal Leaves States to Make Major Decisions

Under the proposal, states would be able to significantly reshape their health care policy — but would also face political pressure if they waive popular consumer protections. The House GOP's latest plan for a health care bill could leave some big decisions up to states. By using waivers, states can make changes to their individual marketplace rules. But to get a waiver, states would have to prove their proposal would accomplish one of several goals, such as reducing premium costs, increasing enrollment or stabilizing the individual market. In many states, legislatures would need to pass legislation for a waiver application, followed by the governor's signature.

The Republicans promised their plan would lower health care costs and provide more quality care options. The promise was more fair, patient-centered health care. Trump promised "health care for everyone." Current law requires health insurance companies to cover 11 categories of essential health benefits – everything from hospitalization to those lab tests your doctor orders to physical therapy and rehabilitative services. Trumpcare 2.0 breaks virtually all of the promises that the president and speaker have made to the American people.

"The best evidence yet that the new GOP repeal plan is a disaster for people's health care is that the GOP exempted members of Congress from living under it," Leslie Dach, director of the liberal-aligned Protect Our Care Campaign, told The Hill. The amendment is the product of negotiations between leaders of the conservative House Freedom Caucus and the moderate Tuesday group. The crafters of a revised House GOP health care reform package included a carve-out for members of Congress and their staffers — allowing them to retain several popular Obamacare provisions even if their home states opt out of those aspects of the law. The new proposal to tweak the American Health Care Act, known as the MacArthur Amendment, was circulated Tuesday and allows individual states to withdraw from several provisions of Obamacare if they choose. "We're evaluating this amendment, and we're looking to debate this as a caucus before we make a final decision," Freedom Caucus Chairman Mark Meadows (R-N.C.) told reporters Tuesday.
