Louisiana's rate of people without health insurance fell from 25 percent to 18 percent between 2013 and 2015 as a direct result of the passage of the Affordable Care Act, according to a report released Wednesday (Dec. 21) by the Commonwealth Fund.But perhaps more importantly for Louisiana is a finding the Commonwealth Fund made in another Southern state, Kentucky, which started 2013 with 21 percent of its population without health insurance.Kentucky now leads the nation in having the steepest decline of people without insurance, falling from 21 percent without health insurance to just 8 percent, the report found.
