A legislative audit has found that Kansas school districts could save millions of dollars by consolidating health insurance plans, but the change would move the cost to teachers and other staff. An audit released Wednesday says using a single statewide health insurance plan could save the 101 review districts a total of $63 million a year. It said the districts could save about $1 million a year by increasing the employees' share of premiums. The report said more time is needed to search for vendors and wait for the current insurance contract to expire. The audit says $24 million of the savings would come from moving some of the insurance costs from the district to the workers.

A federal judge blocked the $54 billion merger between health insurance giants Anthem and Cigna on Wednesday, saying the deal would increase prices and reduce competition. The ruling follows a similar decision by a different judge to block the proposed $37 billion merger between Aetna and Humana last month. "This merger would have stifled competition, harming consumers by increasing health insurance prices and slowing innovation aimed at lowering the costs of healthcare," Snyder said in a statement. The judge said that with only four companies competing for that business, the merger would reduce competition for national accounts in 14 states. It is the second recent court decision to uphold the Justice Department's opposition to deals that would have radically reshaped the health insurance landscape, consolidating the five largest insurers in the United States into three companies.
